Revolutionizing Pipeline Rehabilitation with BulletLiner System®

A Durable Solution for Water, Sewer, and Oil & Gas Infrastructure

The Growing Need for Advanced Pipe Rehabilitation

Aging infrastructure is a major concern for municipalities, utility companies, and oil & gas operators. Corrosion, leaks, and structural degradation threaten water mains, sewer force mains, and pipelines, leading to costly repairs and environmental risks. Traditional repair methods, such as CIPP (Cured-in-Place Pipe) and Primus liner systems, often come with limitations—whether in durability, flexibility, or cost-effectiveness.

The BulletLiner System®, a Flexible Fabric Reinforced Pipe (FFRP) solution, is revolutionizing pipeline rehabilitation by offering a long-lasting, corrosion-resistant alternative that extends the lifespan of pipelines without the need for full replacement.

What Is the BulletLiner System®?

The BulletLiner System® is a three-layer system comprised of an inner woven layer of polyester, Kevlar®, or a combination of the two, with an outer jacket and inner liner layer embedded through the woven fabric layer, creating a seamless, high-strength, semi-structural liner inside the pipe. This, combined with the structural capacity of the host pipe, creates a structural class IV system. This process restores pipelines while preserving their flexibility and preventing leaks, making it ideal for high-pressure applications.

Seamless & Watertight: Prevents leaks and bridges holes and gaps in the original host pipe.
Superior Corrosion Resistance: Protects against aggressive chemicals, wastewater, and oil & gas conditions
Flexible & Strong: Withstands pipeline movement and pressure fluctuations
Cost-Effective: Avoids expensive excavation and full pipe replacement
Rapid Installation: Minimizes downtime and service disruptions

How BulletLiner System® Compares to CIPP and Primus

While CIPP and Primus liners are commonly used in pipeline rehabilitation, they have notable drawbacks:

  • CIPP (Cured-in-Place Pipe): Requires extensive curing time and can become brittle over time, leading to cracks and failures.

  • Primus Liner: While durable, it is a flexible liner that does not allow for a class III installation and is unable to bridge gaps and holes in the host pipe. In addition, there is a dramatic reduction in host pipe ID as the system is loose fit and meant to operate completely independent of the host pipe.  Because of this, the system is unable to take advantage of the remaining structural and operational capacity of the host pipe it operates within.

The BulletLiner System® stands out because it:

  • Close fit to the pipe’s inside diameter, eliminating weak points

  • Maintains flexibility, making it suitable for pressure pipelines

  • Provides a seamless, semi-structural reinforcement rather than a separate rigid liner

Applications of BulletLiner System® in Key Industries

The BulletLiner System® is designed for both low-pressure and high-pressure applications, making it a superior alternative to traditional rehabilitation methods. It is particularly effective in:

  • Water Main Rehabilitation: Protects municipal water pipelines from internal corrosion and leaks.

  • Sewer Force Mains: Creates a chemical-resistant, non-permeable barrier inside wastewater pipelines.

  • Oil & Gas Pipelines: Withstands exposure to harsh hydrocarbons and extreme operating conditions.

How ECI & CPM Pipelines Deliver BulletLiner System® Solutions

ECI, in partnership with CPM Pipelines, is one of only two companies authorized to install the BulletLiner System®. Our process follows strict industry standards and ensures a reliable, long-term pipeline rehabilitation solution.

The Technical Advantage of BulletLiner System®

The installation process involves:

  1. Surface Preparation & Inspection – The pipeline is thoroughly cleaned and prepped to remove debris and sharp edges that could damage the liner during installation. This is followed by a CCTV inspection or the host pipe to ensure the pipe is ready for lining.

  2. BulletLiner System® Installation – The BulletLiner System® is inserted into the pipeline and re-rounded to form a durable, corrosion-resistant barrier that reinforces and protects the existing structure.

  3. Termination Fittings Installation – The termination fittings, including the outer flange tube and inner pushing tube, are securely installed to complete the rehabilitation process, ensuring a seamless and watertight connection.  These fittings can then be attached to standard fittings and appurtenances.

Industry Standards & Compliance

ECI is a licensed installer of the BulletLiner System®, operating under a licensing agreement with CPM Pipelines. This agreement grants ECI exclusive installation rights within a defined territory for sewer and water applications and nationwide for petroleum and gas infrastructure. While there are no specific regulatory requirements governing the installation process, the BulletLiner System® meets critical industry benchmarks, including AWWA Class III for semi-structural liners and NSF 61 certification for potable water applications.

One key advantage of the BulletLiner System® is its tight-fit liner, meaning the outside surface of the liner remains in close contact with the inside surface of the host pipe under normal operating pressure, leaving no annular space. In contrast, Primus Line – another Flexible Fabric Reinforced Pipe manufacturer - uses a loose-fit liner that does not fit tightly against the host pipe’s interior, resulting in annular space. This distinction is important because the BulletLiner System® maximizes the cross-sectional area after lining, which in turn preserves the pipeline’s operational capacity.
